This post is late because, as I mentioned in my last post, I've been travelling. So it isn't breaking news. GISS LOTI went from 0.60°C in October to 0.77°C in November. This is almost exactly the same as the TempLS rise. But GISS had been more volatile in earlier months.
The November reading attracted interest as being the warmest November on record. And pushback on the basis that, well, uncovered steam pipes in Russia etc. These rationalizations never explain why the steam pipes did not equally affect previous Novembers.
Still, GISS and TempLS agree that Russia was indeed the hot spot. Here is the GISS map for Oct 2013:
